Do you mean the locals or the refugees? Either way, I would say it is no different than Eorzea. There are those who wish to help just as surely as there are those who wish to harm. Insofar as the locals are concerned, those who dislike us refugees are none too subtle about it.

I would not call it attractive so much as… the best option at the time. Originally, we refugees were all settled in Olympia, but a group of radicals attacked the city, unleashing a terrible sickness on the populace. It later came to light that the Olympian government had some hand in creating that sickness, though they did not release it, you can imagine that it did not endear me to them much. I nearly lost Alisaie and some friends besides to that illness.

Wyver has its fair share of problems, but in the wake of that attack, we were all sent to stay there, and though Olympia eventually reopened their gates, there we have stayed. Personally, it reminds me of home in some ways. There is much of the Ala Mhigo of my boyhood in Wyver, for better or worse.
All right, I'll pursue the more obvious first. What, exactly, is a city-state's governing body doing through the creation of, from the sound of it, a fantastically difficult disease?

I know not, and the Olympian government did not see fit to share that information. Suffice it to say, I trust the lot of them about as far as I can throw them.
